Founded in 1985, Mega Octagon Management Services Corp. succeeded
in becoming the nationwide leader in the protective services industry,
providing specialized, purpose-built security solutions for various
commercial, corporate and consumer clientele.
Today, Mega Octagon continues to succeed in protecting its customers
through experienced security experts and intensive manpower training
and development. Security expert Edgardo Fulgencio leads the management
team comprising of world renowned security professionals who are
board-certified in Security Management with a title of Certified
Protection Professional (CPP). CPP is the highest certification
in the world and conferred by the American Society for Industrial
Security, in Alexandria, Virginia, U.S.A. Their exposure to highly
skilled professional communities enable them to present proactive,
effective security services suited to the client's ever-changing
security requirements.

Our History
KEY DEVELOPMENTS
August 23, 1985 The father and son team of Mr.
Edgardo Velasquez Fulgencio and Mr. Eduardo Martinez Fulgencio founded
the “Octagon Security and Investigation Co., Inc.” At
the time, Mr. Edgardo V. Fulgencio was the Physical Education Director
of the Philippine College of Criminology.
Later, it became a partnership between the two
and the two sons of Dr. Eduardo J. Bautista, Sr., President of the
college, Mr. Eduardo F. Bautista, Jr. and Mr. Rodolfo V. F. Bautista.
The Philippine College of Criminology (PCCR) became its first client
as the two partners were among the owners and officers of the college,
with 55 security guards.
1989 From then on, it grew gradually to about
200 guards.
Mr. Eduardo M. Fulgencio noted the slow growth of the company and
contemplated on the independence of the company from the college,
as well as its officers. He suggested that the company acquire a
new office, which will not be identified with the school. The other
directors were adamant in doing so. Consequently, Mr. Fulgencio
pursued his dream of becoming a more independent and bigger security
agency that will compete with the more established and well-known
security companies in the Philippines by transferring to a new office
at the Ermita Center Building.
In furtherance of its goal to strengthen its hold in the security
business, the management group of Mr. Eduardo M. Fulgencio, CPP,
CFE, in coordination with the group of Mr. Jose S. Dominguez, then
president of Philippine Rural Electric Cooperative Association,
an organization of Rural Electric Cooperative of the Philippines,
organized another three companies. This is in line with the goal
of Mr. Jose S. Dominguez to have a single security company to service
all 119 rural electric cooperatives in the Philippines. Progressively,
many of the rural electric cooperatives have signified their intention
to get one of the security companies to service their security guards
needs.
That puts another feather to the cap of the management group of
Mr. Eduardo M. Fulgencio, CPP, CFE. Octagon Security and Investigation
Co., Inc. continued to grow in the security industry counting on
multi-national clients, government offices and learning institutions
and hospitals.
2003 Mr. Eduardo M. Fulgencio, CPP, CFE, and
his management team—composed of CPP’s and other experts
in the field—have been convinced that in order to FURTHER
STRENGTHEN ITS HOLD IN THE SECURITY INDUSTRY, they thought of consolidating
the three companies, into a one big single corporation in order
to serve its clients better, which will be named as “Mega
Octagon Risk Management Services Corporation with an authorized
capital of P25,000,000.00 to facilitate its growing operation.
Because of this consolidation, the three other security companies’
assets are acquired by the newly formed group. Also, all the clients
of the three companies shall also be integrated into the newly formed
group under the name of Mega Octagon Risk Management Services Corporation,
which will now be known as “The Asset Protection Company.”
